Anytime, Anywhere, Convenient U-Gangnam will Become Reality Next Year
Making 'Uteligent City' Gangnam
* What is "Uteligent?"
"Uteligent" is a compound word made from "ubiquitous" and "intelligent."
Gangnam-gu, which has been developing an informationization project as the point of emphasis from 1995 with the start of its local autonomous government elected by popular vote, established new a concept of new electronic government development plan. Gangnam-gu decided to develop the higher level Ubiquitous Gangnam plan to continue from the electronic government project that enables the issuance of civil affairs certificates without requiring a visit to a Gu or Dong office.
When this plan becomes reality, residents will be able to attend to various civil affairs freely without any place limits through their mobile phones. In the future Gangnam, government officials will be able to work not only at the office, but also to be able to approve electronically on their way to work, and be able to acquire necessary information even when away from their office and be able to take care of the results. Residents will be able to make living in present environment away from public disorders, lost children, noise, and water or air pollution. Also, underprivileged residents will be able to receive administrative services as if someone were always next to them, helping them.

U-Portal
Provide various information through mobile phones and be able to provide surveys, education, automatic voice guide, and services exclusively for handicapped citizens.
U-Administration
Become reality to allow citizens to take care of work anywhere. For example, government officials can execute control work through their mobile phones and be able to approve residents' priority parking control.
U-Culture
By constructing a wireless zone, make use of the Internet more convenient and be able to receive information about cultural facilities and tourism services through mobile phones. Include a cultural facility portal, which will be able to use access cultural welfare centers and libraries within Gangnam-gu.
U-Welfare
Be able to provide automatic voice guides for handicapped citizens, distant health management services for seniors who are living alone, and location information to prevent kidnappings and lost children.
U-Distribution
Seek to develop a system that promotes outsourcing and to improve stability in distribution by building food banks and a food market system and controlling the distribution of dangerous drug products such as narcotics by placing electronic chips on products.
U-Environment
Be able to monitor constantly construction site noise levels and the quality of water and air pollution by utilizing micro-sensors.
Proceeding from 2005 in full-scale
Gangnam-gu will proceed from next year step-by-step by making a priority list after evaluating 14 categories, such as project effectiveness, service, and technology. The first priority will be developing actual spot administration mobile services, a food bank system, and a walkway for handicapped citizens. The next plan will be to test operate a location tracing service to prevent lost children.
Also in development for 2006 are plans to heighten the quality of life and develop a mobile total living information service, mobile intranet, and a color-coded nature-studying field. Priorities for 2007 include developing a priority parking management system for residents and building a monitoring system for water quality and air and noise pollution.
